Russian President Vladimir Putin has finally signed the decree on the recognition of the Donetsk and Lugansk People‘s Republics, as he had announced anddefencenet. ru reported

According to reports, the Russian president contacted his French counterpart Emmanuel Macron and German Chancellor Olaf Scholz about his decision to recognise the independence of Donbass, i. e. the eastern regions of Ukraine, Donetsk and Lugansk.
Earlier, Russian Prime Minister Mikhail Mishustin had said during the Security Council meeting that all possible risks of independence and recognition of the two regions of Eastern Ukraine had been “weighed up“.
“We have been preparing for many months for the possible response to the recognition of Donetsk and Lugansk. I mean, in the first instance, import substitution and the analysis of all the risks we can face in case of such a decision,” the Prime Minister said.
Russia‘s Defence Minister Sergei Shoigu said that Kiev has better technology and experts for developing nuclear weapons than even Iran.
Ukrainian Foreign Minister Dmitry Kuleba had called for the separatist regions not to be officially recognised and said he had asked UN Security Council members to discuss “de-escalation” and “practical steps to guarantee Ukraine‘s security“. President Volodymyr Zelensky convened an emergency meeting of the National Security Council of Ukraine.
What preceded the proclamation recognising the two republics
The Russian president pointed out earlier, speaking at the Security Council, that “if Russia faces the risk of Ukraine joining NATO, the threat to our country will increase substantially“, and added that Kiev does not intend to fulfil the Minsk agreements.
However, on this issue, he stressed that Emmanuel Macron told him that the Ukrainian leadership is ready to implement the Minsk peace process and is working on new ideas for holding elections in the two breakaway regions.
The Russian president said that he would consider the request to make the Donetsk and Lugansk regions independent, which was submitted by their separatist leaders, stressing that “all these years, and I want to emphasise this, the people living in these territories were bullied, bombed and excluded from everything. At the same time they forced families to live in bad conditions, in basements. “
“Our decision will be announced today,” Putin added, adding that he has received threats and blackmail from the West over the issue.
Putin also said that his French counterpart Emmanuel Macron told him, in their conversation, that Washington has changed its attitude towards Moscow‘s demands for security guarantees, without knowing more.
“My colleagues from other countries tell me that my American colleague has given assurances that Ukraine will not be accepted by NATO tomorrow,” he said, adding that “in Russia they do not see it as a concession, but simply as the implementation of the West‘s plans. “
“Do you think we should wait and prepare Ukraine for NATO membership? Well, that‘s a moratorium. Not for us, but for yourselves,” Putin said.
