According to reports, the Russian president contacted his French counterpart Emmanuel Macron and German Chancellor Olaf Scholz about his decision to recognise the independence of Donbass, i. e. the eastern regions of Ukraine, Donetsk and Lugansk.
Earlier, Russian Prime Minister Mikhail Mishustin had said during the Security Council meeting that all possible risks of independence and recognition of the two regions of Eastern Ukraine had been “weighed up“.
“We have been preparing for many months for the possible response to the recognition of Donetsk and Lugansk. I mean, in the first instance, import substitution and the analysis of all the risks we can face in case of such a decision,” the Prime Minister said.
Russia‘s Defence Minister Sergei Shoigu said that Kiev has better technology and experts for developing nuclear weapons than even Iran.
Ukrainian Foreign Minister Dmitry Kuleba had called for the separatist regions not to be officially recognised and said he had asked UN Security Council members to discuss “de-escalation” and “practical steps to guarantee Ukraine‘s security“. President Volodymyr Zelensky convened an emergency meeting of the National Security Council of Ukraine.

The Russian president pointed out earlier, speaking at the Security Council, that “if Russia faces the risk of Ukraine joining NATO, the threat to our country will increase substantially“, and added that Kiev does not intend to fulfil the Minsk agreements.
